Customs, and Transfer of Residence relief
Portugal is in the EU and the UK is not. That means a declaration in both directions — and a relief you probably qualify for, if you start it early enough.
Before 2021 a household could move from Britain to Portugal with no more paperwork than a change of address. That is no longer true, and the change catches people out constantly.
Household goods now leave the UK on an export declaration and enter Portugal on an import declaration, with a valued inventory attached to both. Portugal applies the standard EU regime — the same as France, Spain or Italy. There is nothing unusual about it, but there is no way around it either.
Transfer of Residence relief
If you are genuinely moving your home to Portugal, you will normally qualify for Transfer of Residence relief. It removes duty and import VAT on used personal effects. It is the difference between a move that costs what you were quoted and one that does not.
The conditions are the part worth understanding:
- You must be transferring your normal residence to Portugal, not acquiring a second property.
- The goods must be used personal effects, owned by you for a reasonable period before the move.
- They must be imported within the window the rules allow around your change of residence.
- They must remain in your possession for a period after import, rather than being sold on.
The second-home trap
If Portugal is a holiday home rather than your main residence, Transfer of Residence relief does not apply in the same way and the customs treatment is different. People assume it makes no difference and find out that it does.

Start the NIF before you book us
This is the most useful sentence on this page. The Portuguese tax number takes time to obtain, it can be applied for from the UK, and it is needed before your goods arrive rather than after. A consignment waiting at a port for a number that has not been applied for is the single most common failure on this corridor, and it is entirely avoidable.

What is Transfer of Residence relief?
It is the EU mechanism that lets someone genuinely moving their home bring used personal effects in without paying duty. Portugal applies the standard EU regime. It requires proof that you are taking up residence, that the goods are yours and used, and that you have owned them for a reasonable period before the move.
What is a NIF and why does everyone mention it?
It is the Portuguese tax identification number. You need it for almost everything — a lease, utilities, a bank account — and for the customs clearance of your household goods. It takes time to obtain and is needed before your goods arrive, not after.
What if Portugal is a second home rather than my main residence?
Then Transfer of Residence relief does not apply in the same way, and the customs treatment is different. This catches people out regularly, so we ask which it is at the very first conversation.
Do you handle the declarations or do I?
We prepare them with you. You supply the identity and address documents and confirm the inventory values; we do the rest. Handing a customer a blank form and wishing them luck is how international moves go wrong.
